Blair Flanagan

Blair Flanagan, who joined the team in January 2021 as the Director of Special Programs for the John Ben Shepperd Leadership Institute key responsibilities include organizing and leading all the events hosted by the Shepperd Leadership Institute as the lead Event Planner.

Her focus is the Permian Basin Water In Energy Conference. The Shepperd Institute will continue the Shepperd Distinguished Lecture Series, the Texas Leadership Forum, and other events designed to enrich UTPB’s student life and strengthen its brand identify throughout the Permian Basin. She is a graduate of Virginia Tech University in Blacksburg, VA where she earned her Bachelor of Science degree in Hospitality and Tourism Management. Prior to joining UTPB, she held a position with the City of Midland’s economic development arm, the Midland Development Corporation.
