CARROLL MARTIN
Carroll Martin is a partner in Scott Douglass & McConnico LLP, a law firm she joined shortly before her admission to the Texas bar in 1980. Carroll became board certified in Oil, Gas, and Mineral Law by the Texas Board of Legal Specialization in 1986, the inaugural year for this specialization. Her areas of practice include a broad scope of oil and gas matters, including analysis and drafting of contracts and instruments used in oil and gas exploration and development, and in renewable energy, administrative agency administrative law and advocacy before state agencies, energy litigation and mediation. Carroll is a frequent author and speaker at continuing legal education conferences for attorneys, including the University of Texas, the State Bar of Texas, and Rocky Mountain Mineral Law Foundation conferences, and for landmen through the AAPL. Carroll served on the State Bar of Texas Oil, Gas and Energy Resources Council, which oversees the Section, from June 2015 through June 2023, holding every officer position from Section Editor through Chair and Immediate Past-Chair.
