2024 Permian basin water in energy conference
The University of Texas Permian Basin facilitates collaboration and innovative strategy development for the improved use, recovery, and recycling of water in the oil industry. The PBWIEC is a program of The University of Texas Permian Basin and housed at the University’s Shepperd Leadership Institute, allowing students at UT Permian Basin to directly benefit from the conference proceeds.
Conference Highlights
- 531 registered attendees, including local, regional, national, and international participation
- 60+ speakers participated onstage this year including lunch keynote speakers Representative Brooks Landgraf, Texas House of Representatives and Chief Clerk Mark A. Havens, Texas General Land Office, as well as keynote dinner headliner Dr. John Moon, Managing Director of Morgan Stanley Energy Partners (MSEP) who spoke at the Midland Country Club.
- 40 companies sponsored the 2024 Permian Basin Water In Energy Conference, including 25 returning companies and 15 new sponsoring companies
- $15,000+ in student scholarships – a 7.12% increase in scholarship funding awarded over 2023.
Overall, the 2024 conference served as a platform for networking, knowledge sharing, and advancing discussions on water in energy, showcasing substantial growth and engagement within the Permian Basin energy community.

keynote speakers
John Moon
Keynote Dinner Speaker
John Moon is a Managing Director and Head of Morgan Stanley Energy Partners (MSEP). He is based in New York and Houston. Mr. Moon served as a senior member of the Morgan Stanley Capital Partners (MSCP) team from 1998 to 2004 and then rejoined Morgan Stanley in 2008.
Prior to his return to MSCP, Mr. Moon was a Managing Director of Riverstone Holdings where he served on the Investment Committee. Prior to Riverstone, Mr. Moon was a founding partner, Managing Director and member of the Management and Investment Committees of Metalmark Capital.
Mr. Moon is a member of the investment committee of numerous Morgan Stanley alternative investment funds. He is Chairman of the North Haven Energy Capital Fund and serves as a director of portfolio companies operating in a broad range of subsectors of the energy industry.
Prior to joining Morgan Stanley in 1998, Mr. Moon worked in the Investment Banking Division of Goldman Sachs in New York. Mr. Moon holds an A.B. in Economics and an A.M. and Ph.D. in Business Economics from Harvard University. Mr. Moon is an adjunct professor at Columbia Business School.
Rep. Brooks Landgraf
Day 1 Lunch Keynote
Brooks Landgraf, a native of Odessa, Texas, proudly represents Ector, Loving, Ward, and Winkler counties in the Texas House of Representatives. With a background in ranching and law, Landgraf is known for his commitment to West Texas and his advocacy for practical, conservative solutions. He chairs the House Environmental Regulation Committee and serves on several other committees related to transportation, redistricting, and community safety.
Raised in a family with a long history of ranching in the region, Landgraf has deep roots in West Texas. He graduated from Texas A&M University and earned his law degree from St. Mary’s School of Law in San Antonio. He has worked as a business attorney in the oil and gas and healthcare industries, representing local businesses and energy producers.
Landgraf’s dedication to public service extends beyond his legislative duties. He has been recognized for his pro bono work and community involvement, including being named volunteer of the year by Legal Aid and to the inaugural class of “Odessa Under 40” by the Young Professionals of Odessa.
Governor Greg Abbott has praised Landgraf for his leadership and tireless efforts on behalf of West Texans. Landgraf and his wife, Shelby, along with their daughter Hollis Rose, are actively involved in volunteering for local charities and attending church in Odessa. They cherish their West Texas roots and enjoy spending time together on the family cattle ranch.
Mark A. Havens, chief clerk
Day 2 Keynote Speaker
Mr. Havens currently serves as Chief Clerk for Texas Land Commissioner, Dawn Buckingham, M.D. Mr. Havens was in private practice before serving as General Counsel and Director of the Oil and Gas Legal Section at the General Land Office.
Mr. Havens speaks frequently throughout the state on topics related to disaster recovery operations, the development of oil and gas on state lands, and legislative impacts to the energy sector.
Prior to receiving his law degree from South Texas College of Law in Houston, Mr. Havens obtained both his undergraduate degree and a Masters in Public Policy and Administration from Baylor University.
